I don't know if the contraceptives would help much without real sex education. And local control of schools means that the places that need real sex ed most will be least likely to get it. You can hand out condoms all day, but most Mississippi junior high kids know little about sex, stds and pregnancy. We're just a notch above those Africans who think that sleeping with a virgin or eating monkey paw soup will cure aids.
I think you're right -- condoms and other forms of birth control are pretty widely available (except I guess at Walgreens and wherever), and there are still plenty of teen pregnancies (with and without abortions). As far as (some, our) locally controlled places being the least likely to educate, I think that what the article is suggesting is that we might start to see a trend in the opposite direction. I hope.
BTW, monkey paw soup gave me the runs, which I cured by sleeping with a virgin.
